SUMMARY :

The HR Compliance Manager is responsible for ensuring that an organization adheres to federal, California state, and local employment laws and regulations. This role focuses on maintaining compliance in HR policies, procedures, and programs, conducting audits, and supporting training initiatives to mitigate legal risks.

DUTIES AND RESPONSIBILITIES:

1. Compliance & Policy Development

  • Ensure compliance with federal, California, and local employment laws, including wage and hour laws, anti-discrimination statutes, leave policies, and workplace safety regulations.
  • Assist in developing and updating employee handbooks, policies, and procedures in accordance with California labor laws.
  • Interpret new legislation and ensure timely implementation of compliance updates.

2. Auditing & Monitoring

  • Conduct regular internal HR audits to assess compliance with recordkeeping, employee classification, wage laws, and safety standards.
  • Monitor compliance with workplace postings, required notices, and reporting obligations.
  • Identify areas of risk and propose corrective actions to mitigate compliance gaps.

3. Training & Employee Education

  • Develop and facilitate training programs for employees and management on HR compliance topics
  • Serve as a resource for employees and managers on labor law-related inquiries.

4. Employee Relations & Investigations

  • Support HR in investigating workplace complaints related to discrimination, harassment, wage disputes, and other compliance matters.
  • Maintain detailed documentation of investigations, ensuring confidentiality and adherence to legal standards.
  • Assist in responding to audits, legal claims, and inquiries from government agencies such as the California Department of Fair Employment and Housing (DFEH) and the Department of Industrial Relations (DIR).

5. Recordkeeping & Reporting

  • Maintain accurate HR records, including personnel files, I-9 documentation, and required training records.
  • Ensure proper documentation for compliance with Equal Employment Opportunity (EEO), Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), and other applicable regulations.
  • Assist in preparing reports for regulatory bodies and internal HR compliance tracking.

6. Strong understanding of federal and California employment laws, including but not limited to:

  • Fair Labor Standards Act (FLSA)
  • California Wage Orders
  • California Family Rights Act (CFRA)
  • California Paid Sick Leave Laws
  • Anti-harassment & discrimination laws (FEHA, Title VII)
  • I-9 and immigration compliance
  • OSHA and workplace safety regulations

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 5-7+ years of experience in HR compliance, employment law, or human resources with a focus on California labor law.
  • Experience working with legal counsel and government agencies (EEOC, DOL, DFEH, etc.) is preferred.
